Beam embedding in foundation

A beam is placed on the entrance document of the elevator shaft inside the raft foundation. If we accept the foundation elevation as +0 at the height of the well-150, is it acceptable to define the beam at the well mouth without reinforcement? (I am the person who will accept the project)
