Basic question

Greetings, I have a couple of questions for knowledgeable friends. 1-my raft foundation is on hard ground, but because the elevation is low on the other side of my building, a part of the foundation (30-35cm) is exposed. Is there any problem with this? (basic 80cm) 2- There is a shelter at the back of my building and I have columns 4 meters apart. I combined them with a 60 cm thick curtain. The control person in the municipality said that I should reduce the 4-meter column spacing to 2 meters. It would be better, is there a basis for this, Sounds like business to me.

Put the foundation on solid ground, no part of it is exposed, if undesired different settlements occur, cracks may occur in the foundation and superstructure,
