basement

Have a nice day.. When designing a 13-storey building (it will be solved with the raft foundation type), is it obligatory for the basement to be rigid (surrounded by curtains on 4 sides)::?? I don't want to dig a basement because common areas such as shelter etc. will be dissolved on the ground floor in the architectural project.. If we don't build a basement, can we encounter a static problem? The total height of the building is approximately 44 meters including the staircase house.. Regards..
