Basement Curtain R Coefficient

Hello everyone, In a project I made, there is a basement floor curtain that does not continue on the upper floors. I made a solution for the curtains as a shell, and I also accepted the basement floor as rigid. I chose the R Coefficient of 8. I only got a response from the municipality that I should choose the R coefficient of 7. In the direction of not taking into account the curtains that do not continue in the basement or basement floor, that is, on the upper floors. They told me that the room made such a decision and if there is a basement floor curtain, the R Coefficient should be 7. What are your thoughts?
 
Hello, If there are no carrier walls continuing on the rigid floor, the R coefficient can be taken as 8 in case of high ductility according to Table 2.5.
