About the Order of Priority of Lines. Help

Hello friends, I draw the axles on the ground floor and create the columns, beams and floors. Then I copy the floor and create the 1st floor. Now the problem starts here. When I take the drawing of the ground floor, the axle lines are at the back, while when I take the 1st floor, the axles are on the top. When I throw it back in the drawing and convert it to dwg, it comes to the top again. Can anyone help with this?
