A2-A3 irregularity What does item 4.5.6.2 mean

There is a2-a3 type irregularity in a mezzanine project that you solved with the floor + 3 layer slab flooring system. For this reason, article 4.5.6.2 in TDBY2018 says that floors will be modeled with two-dimensional finite elements in buildings with A2 and A3 type irregularities and/or in buildings where floors are not intended to function as rigid diaphragms and in systems with non-concrete slabs, but I did not quite understand, how should I interpret this?
 
Is this clear from this article? If we make a semi-rigid solution in the building with A2-A3 irregularity, there is no need to calculate the A2-A3 irregularity. I would like to hear the opinions of the people on the forum.
