How to make a curtain on the tie beam in the villa project

Good afternoon, I submitted the static project of a villa to Gaziantep Şahinbey Municipality. There is Ground+1.floor in the project. Due to the slope, the foundation remains approximately 50 cm below. Due to the new regulation, they wanted a curtain up to the ground level of the villa on the tie beam. For this, my first thought was to create a -1 floor and determine a height of 50 cm, but I gave up as it disrupted the project systematically. When I removed and added this curtain in a separate project I extract the report separately and I have to edit the autocadde project. Is there a simple solution for İdecadde before doing this?
